The Strategy for the Development of the Food and Processing Industry of the Russian Federation Until 2020 was approved more than six years ago. Over these years, the dairy sector has made a significant step forward, although the main problems addressed in the document as far back as in 2012 are still relevant. The interim results of the Strategy implementation have shown that the approach to developing the dairy industry is in need of a revision.

The Ministry of Agriculture of the Russian Federation, jointly with major industry associations, has started building a new strategy that would determine the main development lines and targets for the dairy industry for the next ten years.

Key topics The main constraints: what prevents the efficient development of dairy industry? What should be the industry’s development priority: deep processing or improving the quality of raw milk, creating demand incentives or searching for new markets? What should state support be aimed at? How can the investment attractiveness of dairy industry be improved? The transition to a new technological paradigm and digital economy is a trend that determines the development of all production sectors, including agriculture.

The implementation of digital technology in dairy industry could not only improve the efficiency of production and farm management processes, but also make a dramatic change in how the industry is regulated. The expansion of digital services applicability will enable analytics and will lead to managing the industry based on high-quality planning and risk forecasting. Moreover, digitization is creating conditions for improving the market transparency for consumers and has a positive effect on demand.
